Dimensions need straight " marks, and the text needs curly “ quotes. I'm not sure there's a way to make a 100% accurate pref to handle this, but if there is, then It would be helpful. This could easily be handled by GREP. Please can we have GREP in Find and Replace. The name, Smart Quotes, was always a lie. If they were "smart" they would know whether they are beside a numeral or not... It's an easy thing to do in a font. A few of mine are that way. There may well be a key combo that works for most Windows users, but Control on a Mac is usually replaced by an awkward combination of mouse button presses which (because of the design of the touchpad) is useless to me on my Windows laptop.
