Because the unclickable center does nothing to aid in selecting the ouline by mouse click. It only poroduces missing clicks. For me the " / " is also useful as it clears the colour (and it can clear the stroke colour too if you have it in front). Thank you for reminding the hotkey. It is really efficient. However, using a hotkey does not mean that we want to discard the button. Since the stroke icon is made into a button, why not make it better? From the perspective of the user experience, a solid button is definitely easier to click than a hollow button.
