Although I do not know why, but I assume that for some reason, he wants to change the order of Master Pages in Master Pages group (Pages panel). Not the order of Master Pages associated with a particular Page. There is a rearrange obvious, that it would not be required. And, their order on that page can be changed (that was the reason that @R C-R posted his comment, I believe). Just right-click the one you want to move up or down in the layer stack, choose Edit Detached, then select and drag it. That's useful in some cases discussed in other forum topics. But as we know it's not what Christine wanted, it's not relevant to answering her question. When I'm creating new planners, sometimes I'll want to add pages that I may not have planned originally.
