Yes it is possible, by using sections.

  If you Right Click on a page in the Pages panel, you can start a new section.

Once you have made a new section you can then Right Click on the page in your section that you want to be the cover page and this time select Spread properties. In the dialogue box that opens you can select Custom size and then enter the size that your book cover needs to be. When you've done that you will now have different size pages.  You will then need to make sure all of your book pages are in a new section that starts after your cover.

You don't really need sections in order to have pages (spreads) of different sizes. I suppose it might help for organization purposes, though.

I know you can add up the different sizes and make one complete rectangle but I'd like to maintain each page, flaps and spine.

You cannot have pages of different sizes within a single spread. Nor can you have more than 2 pages in a spread.

At this point you will need to use separate pages, or you will need to use one page with a set of rectangles on it as you showed.

Thanks for the reply Walt, yes using a set of rectangles would be a good way to do this.

The world of printing and publishing has lots of variations like the cover jacket and packaging as you are no doubt aware.

I guess I hoped that publisher would allow you to add pages of various sizes and orientation, not just bookwork.
