Essecntially that's what it is but how do you do that in Affinity Designer and keep it vector? What you are showing is quite a bit different than what I included. You have black dots inside subway mask. The one I posted was the color was all the dots.

You could make a grid of dots using power duplicate (Cmd + J) and make that grid a child of each letter or word.

Hello Bryce,

I made a square full of blackheads that I recorded in the Assets.
simply change the color for each use with a different color. The whole thing remains vectorial and can be resized without any problem.
Then just proceed as @firstdefence said.

Just make a pattern of circles the style you want, single fill color, gradient, glow etc. Arrange them in the way you want and use that pattern for filling later.

I use a similar method for vector pattern generation, its called Patternodes awesome app.

The pointiliser tool/extension is a vector based pattern generator as far as I am aware.

My try. More than a few short comings w. the image approximation.

Way back in the 90's, I wrote lots of routines using Corel's scripting language, but that was switched to VBA around 2000, and I really didn't want to re-code a few thousand lines, so I stopped. My recollection is that it would have been rather trivial to draw a series of rectangles as selections. At the time, I don't recall an average pixel filter. Also, I don't think the vectorizer could change the selected area to a color, only a grey scale. Assuming those are now available to call, no big deal.

I don't use A-Photo enough to know if there is a way to automate an area selection to make a series of averaged dots. Those would still not be vectorized, but a bitmap derived from such an image image would be a start.

But it offers shapes (convert to curves) too, which can be arranged to vector patterns.

@Wosven The smaller dots will be because a small amount of blurring was added.

Vectoraster seems to be doing just what I was thinking. Can you change the LPI and the angle? Also, I don't see a website for it other than download sites (which some are less than reputable). Do you know what the website is?

@Bryce Yes that's the creators website: https://www.lostminds.com they also do Patternodes another app I have that is pretty cool.

There is no specific LPI input but you can adjust the spacing which will increase the density of the pattern. I've done a quick screen grab composite to show you the menu's
