Thanks Leigh, I don't see any step by step instructions there... well OK, a few steps.

I can get the layer with noise added (then add some motion blur) but I can't find out how to thin the noise down, so that it 

  doesn't resemble a mist or fog

Thanks for the tutorial Leigh. I still find my noise layer "thick" with noise... about 3 times as dense as yours.

Could it be because I'm on a 5K iMac screen? I can't seem to thin out the "specks" of noise

Hi R Hoff,

 

here’s another idea … a quick one … you could also create a heavily randomized brush and paint your snowflakes in different sizes on different layers. Then apply motion blur and adjust the layer opacity. This will give you fine control over the density of precipitation, so to say. I took the liberty to use Leigh’s atmospheric illustration for my screen shot below. Hope he does not mind …  :)
