Try using Topaz Simplify. My version works OK with Affinity, but I hear that the new versions might only work with Topaz Studio.

Windows 11, Affinity Photo 2.4.2 Designer 2.4.2 and Publisher 2.4.2 (mainly Photo).

CPU: Intel Core i5 8500 @ 3.00GHz. RAM: 32.0GB  DDR4 @ 1063MHz, Graphics: 2047MB NVIDIA GeForce GTX 1050

That looks like fun (sorry, "phun"!) but it doesn't seem to have been updated in the last five years. And it isn't free: it's $1.99, or $4.99 if you go for the only slightly more recently updated but very much more versatile FX Photo Studio HD.

It also seems that it isn't listed in the menu, so I'm sure development has dropped for that product.

 

As for the main topic, you can do such a thing, but there is no custom preset to add pop art. You will have to do it manually, but here is a video that shows a technique that is fairly easy to follow.
