That looks like fun (sorry, "phun"!) but it doesn't seem to have been updated in the last five years. And it isn't free: it's $1.99, or $4.99 if you go for the only slightly more recently updated but very much more versatile FX Photo Studio HD. It also seems that it isn't listed in the menu, so I'm sure development has dropped for that product. As for the main topic, you can do such a thing, but there is no custom preset to add pop art.
