For example, if Length was "100 mm", you type "100 mm * 0.8" and it is scaled so that it will measure 80 mm. You could mean an image that you have Placed within your document. Or you could mean the document itself. Or something else. I think Red Sands is suggesting, as others have over the years, that a direct "scale by <some percentage>" function would be nice to have in the UI, as some other applications have. Also, on the desktop, you can simply type 80% in the height or width box, without needing to enter a calculation at all. I'm away from my iPad so I can't check right now if that works there, too. But if not, it would simplify things. But the point raised by Red Sands and others, I think, is that this ability to use percentages (and other calculations) is rather hidden, and most users don't know it exists. They look at the dialog expecting some percentage function, and it's missing. Reducing by 20% is the same as reducing the image to 80% of its previous size. 80% is the same as multiply the existing height and width by 80/100 = 0.8 as shown in my screen recording above.
