Photo seems to remember the export settings for all other image formats, but not for JXL and WEBP. The Quality slider always defaults to 100% for these 2 formats no matter what quality I saved with last time.

Is this just between different files while you have AP 2.1.10.1730 open or between quitting and relaunching Photo?

On macOS the slider settings are remembered for all relevant file formats in the current session while working on different files but are reset to 100% (as I would expect) between quitting and relaunching the app.

Possibly a Windows specific issue...

I think it is. I've tested this, and confirm what Alex reported. I can export either of those two formats, then again attempt to export, same format, and the previous settings in the export dialog are not saved.
