Windows Ink can't colour pick outside of the canvas

I can confirm this! I have a Wacom Pen & Touch. With the "Windows Ink" input method, switching to the colour picker via the Alt key no longer works. If you press the Alt key several times in succession, you get the colour picker and you can select colours, but the colour picker remains active and you can't drag it beyond the drawing area into the right-hand studio, where I have also placed the Stock. Only when you press escape twice is the brush tool released again.

It's not clear to me from your video exactly what you're trying to do.

However, for me:

  • Picking colors using the Color Picker Tool or the Brush Tool (using Alt) never works outside the workspace (canvas, plus pasteboard).
  • Picking colors using the sampler in the Color panel (or other places) works anywhere on the screen with my Wacom stylus whether I have Windows Ink enabled in Photo Preferences, or not.

And a different experience.  I have identical results with both mouse and Wacom Pen & Touch using either High Precision or Windows Ink:

Alt-Click samples colors correctly every time from both the canvas and the color wheel.  Neither device samples colors from the stock panel.  The primary color doesn't change to white, it just doesn't change at all.  I'm not sure it's supposed to work in the Stock panel, since the preferred way to Place one of the images there on the canvas is to click (even with Alt) on the thumbnail and drag it to the canvas.
