You can create a file containing all of your master pages, then save it somewhere you'll remember, under a name you'll remember, as a kind of template. To create a new document after that, start by Opening your template file and then File > Save As under its new name. Template files weren't implemented in Publisher yet so you have to use that saved file as a start point for new documents(saving them again with a new name) until templates are implemented.
