You haven't yet assigned the selected color as the new custom colour.
Click on the small circle next to the color picker to do so.

If you watch your video, when you click the eye dropper to change the colour, the colour doesn't change, so you filled the selection with the same colour you originally changed the selected area too.

@pauldraws So.... interesting. Looks like the eyedropper does not respect the CMYK color space when you use the HSL Color Wheel in the Fill Tool (H, S & L individually neither for that matter)
But it does pick up the correct values when in HSL Sliders mode. So, use that instead until this is addressed......It's enough to drive you batty around here :S :4_joy:.

@JimmyJack I wonder if this is a Windows issue because it appears to work on Mac

I'm on a Mac.

Thanks @JimmyJack I'm only having the problem on this file.  My other files work just fine.  So I'm wondering if some setting in the file is messed up? Or maybe the mask layers are messing with the color picker tool in the fill command?

Really? It's happening on every file for me, both retail and Betas.
And.... on your file I copied just that color layer into a new file... so no masks (or anything for that matter). Still happens.

Are the other files cmyk and are you using the Fill > HSL Color Wheel eyedropper in the other files?

Same here. It is pretty easy to show this using the Info panel:

In the screenshot, the last sampler outlined in white shows the CMYK values of the fill of the selected area, which is clearly not the same as the pure cyan I picked using the Edit > Fill > Custom Color > HSL Color Wheel eyedropper. It is similar if I pick from the other 3 sampled areas.
