Grids yes, but Guides as far as I know not. But you can draw your own lines, on which you will snapping.

It's not possible to have guides at angles I'm afraid. It's also not possible to turn an object into a guide.

I think it is more that to keep things simple, guides are implemented as having only a single adjustable parameter, that being either its x or y coordinate, while grids are more complicated & can have several different ones.

A guide layer would be killer good, especially if we could add to it and subtract from it as the project goes on.
