You can bring them in from another document directly by using Text > Text Styles > Import Text Styles, and you can make the current stylesheet the default for new documents by using Text > Text Styles > Save Text Styles as Default. In Publisher, I couldn't just open the styles from a Designer text style sheet. The solution for me was to open the Designer file into Publisher and then save the document from Publisher. Then I could import the text styles from the Publisher document into my working publisher document using Text>Text Styles>Import Text Styles. Quote

I just checked and I could import styles from a Designer document into Publisher documents. Use the Text Styles Import Styles ... from the hamburger menu. Then navigate to your Designer document with the styles you want to import.
