I don't think this is a bug @aleale1. I think that the case here is that this feature has not yet been implemented in APub and is only available in APh i Ade, as evidenced by the fact that also in the retail version 2.3.1 of APub there are no commands to hide/show others in the Layer menu.

Didn't know that you can do that. But @Chris B It's all worth nothing till the redraw bug affecting the layers below in the stack for show/hide others commands will be fixed.
It's an open issue from may 2023 (AF-1445). Soon it will be a year past away and still not fixed. This is not acceptable.
Because of the redraw bug those commandsare totally useless for the user.

The issue "Hide / Show Others is not in Publisher's Layer Menu" (REF: AF-2083) has been fixed by the developers in internal build "2.5.0.2415".
This fix should soon be available as a customer beta and is planned for inclusion in the next customer release.
Customer beta builds are announced here and you can participate by following these instructions.
If you still experience this problem once you are using that build version (or later) please reply to this thread including @Affinity Info Bot to notify us.
