Can't create a new file when Publisher is already open

If by "closing" you mean clicking the red button – this is likely the same bug as already reported here:

The first post says that the Open menu didn't work, either.

So it seems that perhaps dropping on the Dock, and double-clicking, and the File menu are all failing. Does the logged report cover all of those methods?

From what I've observed, they are not failing per se. The window is there – see the Desktop 2 thumbnail right below – but it's "only" invisible:

The issue "macOS Main Window fails to re-appear when reopening documents via dragging over dock icon or open via double click" (REF: AF-989) has been fixed by the developers in internal build "2.3.0.2150".
This fix should soon be available as a customer beta and is planned for inclusion in the next customer release.
Customer beta builds are announced here and you can participate by following these instructions.
If you still experience this problem once you are using that build version (or later) please reply to this thread including @Serif Info Bot to notify us.
