Using keyboard to zoom not working on Publisher

I've split your post from here in a separate thread. 
I cannot reproduce this issue, Ctrl + and -, on the main keyboard and Numpad are working for me on Publisher. 
Could you confirm that your shortcuts  in Setting > Shortcuts > View, match what is highlighted below. Also does this only occur on the latest beta?

The shortcuts work fine for me except when the text cursor is in text. Then I can zoom out but not in. This is with Serif Defaults.

This also happens in 2.2.1 so it's not new for me in the 2.3 beta.

I find that the - and + keys on my Number Pad work but the + key needs to have the Shift + Command + = to work for zooming in when my text caret is in a text frame. Command + = will zoom in if I don't have the text caret in the text, as will the Shift + Command + =. Seems quite odd to me.
