Welcome to the Serif Affinity forums, @CJ_LAX.

As you mentioned "Float All Windows" which is a Windows-only option, I'll assume you're on Windows.

No, there's no way to make that the default.

And sorry, I have no idea why View > Show Toolbar wouldn't work.

There is an option in Preferences > General called...

Documents Open in a New Floating Window

This may do what you want

To save time I am currently using an automated AI to reply to some posts on this forum. If any of "my" posts are wrong or appear to be total b*ll*cks they are the ones generated by the AI. If correct they were probably mine. I apologise for any mistakes made by my AI - I'm sure it will improve with time.

Sorry, I am using a Mac.  I was digging around and saw someone mentioned about "float all windows".  Now I see there are 2 preferences, separated mode and merged mode.

In separated mode (which I prefer), the toolbar is not visible.  I tried fullscreen and windowed- no luck.  In the merged or tabbed mode the toolbar appears.

They are not preferences. The first is a display mode & the second ("Merge All Windows") is an action that merges all the open document windows into a single one with tabs, just like in the unseparated window mode, except that all the toolbars & panels are still detached from that single window & thus could be said to 'float.'

This is an old bug devs have trouble squishing. Seems only way to handle it now is to start application with control key down and clear user preferences.
