As you mentioned "Float All Windows" which is a Windows-only option, I'll assume you're on Windows. No, there's no way to make that the default. And sorry, I have no idea why View > Show Toolbar wouldn't work. Now I see there are 2 preferences, separated mode and merged mode. In separated mode (which I prefer), the toolbar is not visible. I tried fullscreen and windowed- no luck. In the merged or tabbed mode the toolbar appears. Quote

The first is a display mode & the second ("Merge All Windows") is an action that merges all the open document windows into a single one with tabs, just like in the unseparated window mode, except that all the toolbars & panels are still detached from that single window & thus could be said to 'float.' Seems only way to handle it now is to start application with control key down and clear user preferences. Quote
