In Photo you can get a basic effect very quickly by using the Liquify Persona, and there are probably better and more ‘refined’ ways to do it too (the experts in the forums will have better ideas than me). In Designer and Publisher this might be tricky but it would depend entirely on what sort of layer you were wanting to put a ripple in and whether you wanted to also add shadow etc. If you can provide more information someone should be able to help you more.
