This should be so simple and I'm sure I'm just missing it. I create a circular selection and I want to create a stroke on that line. Can I do that?

If you are working in Photo you will want to use a vector shape (or the vector pen tool).
Select the shape you want to use from the nested shapes in the Tool Panel on the left side of the screen.
Draw out the shape as you want, just like making a selection.
Turn off ‘Fill’ for the shape and turn on ‘Stroke’.
Set desired colour and fine tune Stroke to taste with the Stroke controls.

In the attached I used the 'Ellipse' (circle) shape.

Or just use either a shape tool or pen form, set fill to none, stroke to whatever, and rasterize.
