Application palettes in Publisher are unavailable in other persona?

In Publisher, these are my swatches:

When I switch over to Designer, or Photo, I get this:

How can these be inconsistent? When I add a new swatch in one persona, they are not added in the other either.

P.S. there is no reference in the docs for what the icons in front of the swatches mean in the dropdown, so it gets hard to tell which is which.

Swatches palettes can be defined for the current document, for the application or system-wide (via the 3 lines menu). Could it be related?

There are no ‘system-wide’ palettes on Windows.

The Palettes with the ‘Cog’ icon are Application Palettes (usable in any document), Palettes with the ‘Page’ icon are Document Palettes usable only in that document) and Palettes with the ‘Chain’ icon are (or should be) linked/synchronised between the applications.

Some of this information is given, spread about between the Helps of the different applications, but it’s easy to miss and could be explained much better.

The Help for Publisher on Windows says that System Palettes are available even though, as mentioned by Alfred, this isn’t true.

I believe that when you have an Application Palette, that Palette is available in the Persona for that application only. So when you switch to a different Persona in Publisher you are no longer looking at the Palettes for Publisher. If you need the Palettes to be the same, and synchronised, in all three applications and all Personas then you may need to link them.

That's indeed what I expected, but it should be in the docs. Anyways it's odd that an application palette doesn't function for the entire application. 🙄

Is that a matter of clicking on the hamburger menu and select "link palette"? I don't want to affect the palette I have, just want to know what this option does.

When an application-wide palette is selected, the Link option in the hamburger menu will make this swatch palette usable in each Affinity app and each Persona. 
— If you don't want to see it anymore in an app, choose Delete palette… in the same Preferences panel menu and you'll have the choice "Delete this palette for this application? / Delete this palette for all apps?"

I believe the different Personas of Publisher behave as though they are the different applications.

For instance, that’s why you can’t see the Text Frame Panel in the Designer Persona because Designer doesn’t have a Text Frame Panel. In this case, the Designer Persona ‘thinks’ it is the Designer application, even though there can be differences between the two, such as the Toolbar etc. It's a bit confusing.

I haven’t done any testing as to what happens when you start linking Palettes which also exist with the same name in the other applications. Which one 'wins'?

I've just quickly tested this and you get a 2nd palette with the same name BUT it has a linked icon next to it and the Document palette is still present with a Document palette icon next to it.
