I have used the canon scan facility to scan a document and it savedsit as pdf. I open the pdf in Photo v2. I have rotated clockwise.   I have opened the pdf in Publisher but can't change the orientation to landscape and it has created two layers. In each case  I can't edit the text. I welcome advice on how I can alter the text. Thank you.

I'm not sure what's going on when you change the spread properties in Publisher.

However, for not being able to edit the text: There's no text in that PDF; only an image of the page. You would need to use a tool that will perform OCR (Optical Character Recognition) or tell your scanner to do that, if it has that capability.

If you Group the four layers in the Layers Panel once you've opened the PDF in Publisher you can then rotate the PDF using the rotate handle for the Group after you've changed the orientation of your Publisher document...

As @walt.farrell mentions, there is no editable text, the layers in your scanned PDF file are all Image layers... Your scanner will likely have an OCR feature but to be perfectly honest you'd probably be better off just creating the text yourself from scratch...
