I've been experiencing this for ages and I've still been unable to determine the cause, (other than the apps being open for a prolonged length of time) so I wanted to throw it out there just to see if anyone else has ever experienced the same issue... :)

Edit: Quitting and Relaunching the apps fixes the problem up until the point the same thing happens again.

You need to have a document open, or you need to drop the Stick image on the Toolbar

This is not the case in V2... From the Help File you linked to...

The Stock panel allows you to search various stock imagery websites to find images and then add them to the page or create new documents from them.

Creating a New Document from an image by dragging it to the toolbar is only applicable if you already have an image loaded. Dragging an image to the toolbar in that instance will create a New Document, dragging it to an already open document will add it to that document.

After a Photo and Designer relaunch...

The Help file says to create a new document you drag to the Toolbar. Your initial video showed an attempt to create a new document, I think, but dragging to the screen.

Your new video shows it working incorrectly, according to the Help.

Agree, though it's always worked this way in V2 which is very welcome even if it is actually a bug (not often one can say that)... I would have to concur with you as it also says that in the marketing launch... :)

If this is actually a bug, then I would perhaps suggest making this normal behaviour as it's that bit quicker and more convenient, more so if using high res monitors, i.e., less distance to drag.

Out of interest, does it require an image to be dragged to the toolbar or does it also allow a direct drag to the canvas area on Windows?

If there is no file open, I can drag to the Toolbar or to the workspace area, so it seems that the Help is not completely correct.

Hopefully, it is just an error in the help topic & not a bug.

BTW, for me when no document is open I can drag the stock item almost anywhere in the UI to get a new document with it in it. That includes both toolbars, the empty workspace window, the Tools panel, the Status bar, & many but not all of the Studio panels.

I'm unable to recreate your issue in any way, is it something that happens often/after a restart??

I've asked the documentation team to clarify the "create a new document from an image" section.

Hi @Lee_T,

It seems to happen very intermittently but never directly after a restart (of the apps themselves), I've yet to find a specific, repeatable formula, the best I have to date is it seems to happen when Photo and/or Designer have been open for quite some time and have also been idle during that time at which point, switching to one or the other apps suddenly demonstrates the issue.

I realize this is an old topic but I wanted to bump it up again because I am still seeing the same thing that @Hangman reported in the first post; namely that draggiing a stock image into an empty workspace window works for a while & then does not, because while the green plus icon indicated it should, like in the video it just flies back into the panel. Quitting & relaunching the app makes it work again for a while. 

This is true for me for all Mac V2 apps, including (I think) the current betas.

Also, I can't be sure but I think when it stops working, it also stops working when dragging into an existing document window.

I still see this constantly and I've still not been able to track down the trigger, though as mentioned above it 'appears' to happen when the apps have been open for a length of time as it always seems to happen (for me at least) if I've been working in say Designer or Publisher for some time and then I switch to Photo but that's all I've currently got... 🤔

Same for me, except I'm not sure if it matters if I switch working among the apps, just that they have been open for an extended period of time, typically in the background with no open document windows.
