To better understand what I mean you might want to open the .afpub file. This is the whole page example. It is the baseline from the first line of the Paragraph, not some arbitrary line in the paragraph. Consider what happens, what should happen with a line above and a line below the paragraph. When set to the Baseline the line Above is at the Baseline of the first line in the paragraph, and does not happen anywhere else in the paragraph.
