It works for me if the shape has a non-zero width stroke and no fill color, but it must have at least a stroke or a fill or it won't work. 

It is the same for me in all 3 Affinity apps for both the V1 & V2.

All 3 1.10.8, & all 3 V2.4.2 Mac apps; 2020 iMac 27"; 3.8GHz i7, Radeon Pro 5700, 32GB RAM; macOS 10.15.7

If you just want a simple stroke, then use the Stroke controls in the Context Toolbar (highlighted in your final screenshot and below) rather than Outline in Layer Effects:

Layer Effects (confusingly called 'Quick FX' in the menu) will only be applied if the object has a defined fill, or stroke, or both:

And if the object has no fill, the Outline effect will be applied to both the inside and the outside of the Stroke.d

If I delete a fill color on a ellipse or a ractangle, outline fx doesn't show a outline.

As stated by others, Layer Effects are applied on, or around, an object's fill and/or stroke; therefore, if an object has neither stroke nor fill then its Effects will not be rendered.

The Fill Opacity control (not to be confused with object/layer Opacity control) is for reducing an object's fill and stroke visibility without reducing visibility of the object's Effects. It is near bottom-right of Layer Effects panel and, in version 2, also near top-right of Blend Options window.

In your example of an orange-filled ellipse with green Outline Effect, simply set Fill Opacity to 0% to make the fill disappear while the Outline Effect is still rendered.

Just curious - is there a reason for this implementation? So not only does the object have to exist (which should be enough in my opinion), but it also has to have some stroke or fill defined.

Speaking of which (zero multiplication)…
Something I've never noticed yet, but even in v1 you can stack multiple layer fx of the same type simply by grouping the object with itself and applying additional fx to the respective parents. The vector brush stroke below has now three inner glows:

I'm not at my v2 installation right now, but it would be interesting to check if it behaves the same as if you just stack them within one object.

Jak souvisí například 10 px Outline efekt s malou násobilkou, případně s dělením nulou? Chápu, že například u vnějšího stínu, jehož parametry/intenzita závisí na parametrech objektu k němuž se stín vrhá, je stroke a fill zcela zásadní. Ale zrovna u diskutované Outline, která se prostě jen kreslí k hranicím objektu (a ty jsou dané ať je Stroke/Fill definované nebo není), by to potřeba být nemuselo.

I don't know how the exact math works, but the fact is that for the layer fx to work at all, object opacity – inluding object fill/stroke opacity – must be >0.
That is also likely why the layer fx panel has a separate Fill Opacity attribute.
An object with no fill and stroke has obviously opacity 0.
