Affinity Online Help for Locked Layer just says what we know, it prevents them from being moved, resized. It's been asked for a long time, and requested, locking should mean no editing too. Neither can I, but it’s worse than that! It’s also locked against selection on the canvas, so the only way to unlock it is via the Layers panel. For whatever it’s worth, locked layers in Serif’s legacy apps work the same way, so someone clearly thought it was a good idea. It is common for photo editors to have multiple locking options under the layers tab. For example GIMP has "Lock pixels", "Lock position and size" (Sounds familiar?) and "Lock alpha channel". Photopea has a fourth opition that locks all the above. The problem is that we only have one locking option which happens to have basically the same functionality as other editors. Affinity photo has other locking options, but they are kind of hidden in the channels tab. Probably if we had all this options on the layers tab we wouldn't be here having this discussion because everything would be clearer.
