In the mean time, you can create a Picture Frame (in Publisher), save it as a template, then use it in all three apps. (You can also add it, from the template, as an Asset in the other apps.) (The original post referred to filling a page.) Also, if you save it as an asset, you can always resize the picture frame to fit the page. Like I said, I agree that your idea of a modifier key is a good one. But, we don't have it as yet! Using a picture frame is one way to constrain the size of a picture to the size of a page. (Works for me!) Like a toggle you can disable/enable in the stock panel.
