If you go to Help -> My Account... you can import the overlay files as assets. If you havn't activated assets, then go to View -> Studio -> Assets and tick it. Usually, with overlays, you just drag them from the Assets tab onto your image (or double click on the Asset, then use the mouse to position it). With some overlays you just need to position/re-size them and, maybe, adjust the transparency.
