Right-clicking on my background layer, I'm just curious why there isn't the CTRL+J hint for Duplicate (Windows ver). Not a huge deal... just curious...

Perhaps because Ctrl+J is not Duplicate. It is Duplicate Selection, as shown by the Layer menu:

Must be the same reason Command + J isn't listed here on Mac. I only checked in Photo. 

And as Walt rightly pointed out it is Duplicate Selection. At times that can be a distinction without a difference.

It is both the sometimes and the sometimes not that catches me up quite frequently. I should practice what I preach and Stop and Think.

No, you just pointed out that the Right Click on the layer should have (in my opinion) the Duplicate Selection with Command/Control + J in it. 

I will not be losing any sleep over this omission.

It is important to distinguish among different kinds of selections. Among them, are:

  • Having a vector (really, non-pixel) layer selected in the Layers panel.
  • Having a pixel layer selected in the Layers panel.
  • Having a pixel layer selected in the Layers panel, but also having a pixel selection marquee active.

For the first two, Cmd/Ctrl+J (Layer > Duplicate Selection) gives you a copy of the layer. So does Layer > Duplicate or right-clicking and selecting Duplicate.

For the third one, Cmd/Ctrl+J gives you a copy of the selected pixels. But Layer > Duplicate or right-clicking and selecting Duplicate give you a copy of the complete layer.

Just to see what would happen, in AP on my Mac, I assigned a keyboard shortcut of CMD+Shift+J to Duplicate, leaving CMD+J as is for Duplicate Selection.

As you might expect, both do exactly the same thing except when there is a 'marching ants' selection and the currently selected layer is a pixel one, where it works as in your third case.

However, while the Layer menu shows the two shortcuts next to those two items, right-clicking on the contextual menu in the Layers panel still shows "Duplicate" without any keyboard shortcut, which probably could be considered a minor bug.

Works fine on Windows so maybe just a MAC specific bug
