Regarding "is also present if the MORE button is pressed without selecting an export format": there is always an export format selected with the File > Export dialog is presented. What release of Photo are you running, and on what release of Windows? Does it happen with all photos, or one specific one? Can you share a .afphoto file with us that causes the problem? If you are using the beta, you should have posted in Photo Beta on Windows, instead.
