I often use Select + Ctrl to duplicate an item.

I'm finding that if use Select + Alt with the intention of ignoring snapping, I'm also getting a duplicate.

A bug?

Both is possible. The Ctrl key has the advantage that you can choose (by releasing the key) between copy and move.

It's no great problem, just something I've not noticed before.

The following sequence creates a duplicate:

Select > Alt > drag.

The following sequence doesn't (but does ignore snapping):

Select > Drag > Alt.
