fx layer icon should appear when a layer has no effects applied except <100% fill opacity

Note: While I posted this to the feedback for Designer forum, it applies to all the apps (& I consider it more of a bug than a missing feature).

The Layers Effects icon does not appear to the right of a layer's name in the Layers panel if none of the layer effects are enabled. That's fine if the Layer Effects Fill Opacity is set to 100%, but since it still affects the opacity of the layer if it is not, the icon should appear next to the layer name if the fill opacity is set to <100%.

Alternately, the layer panel Opacity value should be linked to the Layer Effects Fill Opacity in the same way it is for adjustments so we can see what the layer's opacity is without having to select the layer & open the Layer Effects window.

In which case, picking one of the applications, and posting it as a bug rather than a feature request, might stand a better chance of getting it fixed.
