Yes, that's a good workaround, if someone happens to be connected to the network when they need to look at the Help.

If it is not connected, it will launch the appropriate application, and open its help in it.

I think the availability of all the help in one application will only cause confusion for many users. Maybe if the Help in Publisher is switched by the choosing Persona.
