When I apply blur effect to image and try to use paint brush (black) to selectively eliminate effect nothing happens. Opacity 100%. If I invert blur effect and use white color nothing happens either. This worked on previous build. Any ideas ?

Hello @NigelDuke,
set the Opacity and Flow to 100% and set the Blend Mode to normal, then it should work.

cheers

Hi NigelDuke,
Welcome to Affinity Forums :)
Make sure Protect Alpha is not ticked in the context toolbar (for the Paint Brush Tool). If you don't see this option at the right end of the context toolbar click the ">>" symbol to display a pop-up with the additional/missing options.

That would explain it! If you have an ‘(Image)’ layer, you need to rasterize it in order to work on it at the pixel level.
