Same issue, uploaded them to photo no problem, designer they say they uploaded but i can not see them even after mulitple restarts. I also did not get any info on installing the Daub paper pac.

As @Pšenda has hinted, you need to make sure that you’re in the correct persona to see and use the brushes.

Also note that when you import the brushes, Affinity Designer will tell you if they are raster (pixel) or vector brushes. For example, this is the notice it shows after successfully importing a set of raster image abr brushes by Kyle T. Webster named "runny_inkers."
