Setup a keyboard shortcut for rotate left and right, assign the same keypress to the shuttle wheel and away you go. Obviously has the same limitation of the rotate canvas feature: not completely free rotation, each step is 15 degrees. Did you assigned it to the free jogwheel, or the bigger wheel that works in zones? It lets you map keystrokes to all it's functions, so yes, it will work with Affinity, is my guess, although I don't have my Shuttle anymore so I can't test it for you...
