I want to upscale an image I downloaded from Internet which is “Public Domain” and print on a textile product.

How you do it will depend, to some extent, on which app you want to use. But both have functions to resize the document.

Yes, but the exact method will depend on your artwork.

In those Help pages, read about resampling. There are several methods that can be used, with somewhat different effects. Without resampling, if you simply increase the document size, you have fewer pixels and thus less data, and quality suffers. With resampling you can enlarge the document size while maintaining the number of pixels per inch, and maintain quality.

Question 1) Is the Upscale (Upsample) quality of Affinity Photo Ipad is the same with the PC version and v2 versions?

 

 

Question 2) For example It is recommended Increasing Sharpness and Removing Noise on Gigapixel Topaz when an Image is upscaled.

 

How can I do those on Affinity Photo Ipad?

I think the answer may be different for different images, and may significantly depend on your personal preferences. I would try both and use the one that works best for each case.

You could also try a High Pass filter. Adjust pixel size to give faint outline and set layer to overlay.

These are the settings I use on the iPad to increase a low resolution image size on the iPad, subsequent operations may also be required after this such as mentioned sharpening etc.
