There are several methods that can be used, with somewhat different effects. Without resampling, if you simply increase the document size, you have fewer pixels and thus less data, and quality suffers. With resampling you can enlarge the document size while maintaining the number of pixels per inch, and maintain quality. Or, for some artwork, you may need to resize pixel art. Question 2) For example It is recommended Increasing Sharpness and Removing Noise on Gigapixel Topaz when an Image is upscaled.
