Are you sure that you have an RGB/8 or RGB/16 pixel layer selected?

You can't use an Image layer, or a RAW layer, or an RGB/32 pixel layer, for example

Right click on your Background layer and Rasterise. Then you have a pixel layer and it should work. I suspect that in Develop Persona you have one of the RAW Layers selected in Output. Maybe better to change it to Pixel Layer. (Its what @walt.farrell said)

I wonder...
1) are you on Mac or on PC? I can only advise if you're on Mac.
2) what version of AP are you running v.1.x or v.2.x?
3) what version of Nik Collection are you running. There is an incompatibility between AP v.2.1 and the newest Nik6. There are other topics on this forum about this. I myself rolled back from 2.1 to 2.0.4.
4) finally, there's also a difference between AP bought from Apple's App Store and AP bought directly from Serif. I learnt it the hard way, and now only buy from Serif.
