Brushes > Pens > Solid Pen With PressureSolid Pen With Pressure & Opacity are full vector. Note that opacity is not retained when expanding or exporting to PDF as vectors.
All the rest of the brushes are bitmap based patterns attached to a vector curve.

1. I dont see and selection past "Pens" in the drop down. A link to show where to access it?

2. Instead of being bitmap based patterns attached to vector curve, make it a true vector that can be expanded.

(Vector Brush Not a true vector so why bother calling it a vector brush)

Because of its shape / curve / path – not its texture. Different to a Pixel Brush Stroke you can re-edit the width, shape, nodes and bezier handles and can re-assign another brush.

Yes, these are vector. If you can apply "Expand Stroke" successfully it indicates and results in a vector shape. – Different to other pen brushes like "Felt Pen 01" which may get "Expand Stroke" applied, too (the command is not grayed out) but does not influence or modify the curve.

Also, the Brush Opacity setting appears to be ignored on PDF export, regardless of the selected export preset:

If exported with the option "Rasterize Nothing" then a textured vector brush like "Felt Pen 01" gets converted to a straight brush:

That helps in the explanation to a certain extent. I understanding loosing the opacity.  I had a hard time finding "Solid Pen with Pressure & Opacity" other than hovering over the pen by accident. It looks like only #16 and 24 are the only 2?

I dont care about the opacity as much. I would like to have the outer edge. Almost like if I could trace it after it was made since many wont expand.

Certain Affinity UI decisions are truly puzzling. As if the UI designer job at Serif headquarters were vacant since years…

"16" and "24" is the basic brush width in px @ 72 ppi.
Double click it, duplicate it, adjust the parameters to your liking, save as custom brush…

Another program than Affinity Designer - that is simply how it is and has been since 2014. 

 1) You have completely wrecked the layers panel, Serif.

2) I recommend Reddit groups instead of this forum. Not the same few bot-like users replying to everything, a wider representation of users, fewer fanboys, more qualified users. In short, better!

3) I was here to report bugs and submit improvement requests for professional work professionally in a large setup and to bring a lot of knowledge from the world, i.e. professional product development, web- and software development, usability, user experience design and accessibility. I actually know what I am talking about!

BUT! We are phasing out Designer and Affinity in 2022 Q1 - and replacing it with feature complete and algorithmically competent alternatives.
Publisher is unsuitable for serious use, and was never adopted.
