Also doesn't auto-move to applications.

Of course. It's in a zip archive. Zip archives don't auto-expand into a different folder. (Although you can set a hidden preference if you know how.)
And technically, applications can be lauched from almost anywhere, not just from the /Applications folder. Although frankly, I don't know whether Monterey and Ventura are now more restrictive than older MacOS versions.

Note that the Designer beta is a DMG while the Publisher and Photo betas are ZIP files, so the installation method is different. It's not important that they be the same but somebody not paying attention might double click the extracted app from a zip file thinking it was a DMG.
