Smaxx
Shoot. You shouldn't have to run it weekly, but that's one less potential cause I guess. Another potential idea: Go to "C:\Windows\Logs\DISM" and delete "DISM.log". Then go to "C:\Windows\Logs\CBS" and delete "CBS.log". Then try installing once again. Once you see the error, keep it open and copy/save the two files you just deleted. Look for issues on your own near the end of each or attach them (contents should be save, but might include your username and/or names of installed programs). James Webb
OK, I realized I had done something wrong- did not run Powershell in Admin mode correctly when trying to install the VisualC++ package. I ran the command with Ps in Admin mode and got the following response: 1. I entered: Get-AppPackageLog -ActivityID 2b23f175-f6a4-0005-8685-242ba4f6d801 Response: PS C:\WINDOWS\system32> Add-AppxPackage -Path "https://aka.ms/Microsoft.VCLibs.x64.14.00.Desktop.appx" Add-AppxPackage : Deployment failed with HRESULT: 0x80073D02, The package could not be installed because resources it modifies are currently in use. error 0x80073D02: Unable to install because the following apps need to be closed Microsoft.DesktopAppInstaller_1.18.2691.0_x64__8wekyb3d8bbwe. NOTE: For additional information, look for [ActivityId] 2b23f175-f6a4-0005-8685-242ba4f6d801 in the Event Log or use the command line Get-AppPackageLog -ActivityID 2b23f175-f6a4-0005-8685-242ba4f6d801 At line:1 char:1 + Add-AppxPackage -Path "https://aka.ms/Microsoft.VCLibs.x64.14.00.Desk ... + ~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~ + CategoryInfo : NotSpecified: (https://aka.ms/...00.Desktop.appx:String) [Add-AppxPackage], Exception + FullyQualifiedErrorId : DeploymentError,Microsoft.Windows.Appx.PackageManager.Commands.AddAppxPackageCommand 3. So I ran: Get-AppPackageLog -ActivityID 2b23f175-f6a4-0005-8685-242ba4f6d801 (per the above response) 4. Response (I think only line 1 matters but here is is all): PS C:\WINDOWS\system32> Get-AppPackageLog -ActivityID 2b23f175-f6a4-0005-8685-242ba4f6d801 Time ID Message ---- -- ------- 11/12/22 15:11:19 603 Started deployment Add operation on a package with main parameter Microsoft.VCLibs.x64.14.00.Desktop.appx and Options 0 and 0. Sorry, forgot to send you these CBS.log dism.log
Smaxx
Hm, this almost feels like some strange hen and egg problem. First, just to be sure, open the Microsoft Store app, click on your Library and see if there are any still running installations. Other than that: Have you tried installing the VC Libraries in Windows' Safe Mode with Networking? Something else you can try to do, open "Powershell" (you should find an entry in your Start menu), then enter the following commands: Get-AppPackage "Microsoft.DesktopAppInstaller" Get-AppPackage "Microsoft.VCLibs.140.00.UWPDesktop" Both should spit out quite a few lines of information and ideally the very last line each time should state "Status: Ok"

Smaxx
On the positive side, this says those packages are properly installed, so not really sure what's the issue. At least I'm out of ideas for now. You didn't use any registry keys or group policies (or tools) to uninstall/remove/disable any system components (like Cortana, Windows Search, Internet Explorer, etc.), did you? No, nothing like that at all. Other than using SyMenu and Directory Opus, my system is very vanilla. That's what makes this so puzzling- though I've never installed anything with this method before. Smaxx
It's just a more manual way to trigger the installs always done by the Microsoft Store app in background. Out of curiosity: Do you have any similar issues installing other things from the store? Either case, maybe try asking on the Microsoft Community Forums. Make sure to mention you went over SFC/DISM and all files are verified to save some time and skip common first help practices. I've not forgotten about you but we're extremely busy at the moment, as you can imagine. If the app is working on a new user account but not on your existing account then it must be a permissions related issue. The following article gives 6 potential fixes to your error: 0x80073D02 - I think you may have tried a few of them but perhaps the others will resolve the issue within your normal user account. https://www.thewindowsclub.com/microsoft-store-error-code-0x80073d02

af-user
Just for the ones that like experiments: If you analyze or extract the MSIX file with the Microsoft tool "MSIX Manager" you get the following information: msixmgr.exe -Unpack -packagepath affinity-designer-2.0.0-RELEASE.msix -destination c:\tmp2\Designer2MSIX [Warning] The app SerifEuropeLtd.AffinityDesigner2_2.0.0.1640_x64__3cqzy0nppv2rt depends on the following packages to run correctly. Please ensure these package dependencies are installed on the target machine or included beside the app package: Microsoft.VCLibs.140.00.UWPDesktop Successfully unpacked and applied ACLs for package: affinity-designer-2.0.0-RELEASE.msix If your package is a store-signed package, please note that store-signed apps require a license file to be included, which can be downloaded from the Microsoft Store for Business One important hing here is: "Please ensure these package dependencies are installed on the target machine or included beside the app package: Microsoft.VCLibs.140.00.UWPDesktop" Maybe Serif could share the depended package with the other package to have it available. As a workaround you could use the extracted program, but it behaves a bit different, than it would if you install it as MSIX! It uses different paths for storing files, maybe it will then be similar to where the MSI-Version will store the files, but that only Serif can tell. So licensing will be different, too, if you install as MSIX or extract! Here example for different folders: C:\Users\YOURUSER\AppData\Local\Publishers\3cqzy0nppv2rt\Affinity\Common\2.0\ vs C:\Users\YOURUSER\AppData\Local\Affinity\Common\2.0\ WARNING: Don't put an ending Backslash to the destination path, for me it threw an error: -destination c:\tmp2\Designer2MSIX MSIX Tool: https://github.com/microsoft/msix-packaging/releases/tag/MSIX-Core-1.1-release VCLibs Download: For those without (working) Windows Store you can: go to: https://store.rg-adguard.net/ switch from "URL (link)" to "PackageFamilyName" Search for: Microsoft.VCLibs.140.00.UWPDesktop_8wekyb3d8bbwe This will generate time limited links for downlianding the packages manually for these different platforms: arm, arm64, x86, x64 Quote System Notebook Lenovo P50 CPU: AMD Ryzen 3900x CPU: Intel i7-6700HQ RAM: 64 GB RAM: 32 GB GPU: RTX 3080 TI GPU: NVIDIA Quadro M2000M 4 GB SSD: Samsung 980 PRO 1 TB SSD: Samsung 850 Pro 500GB OS: Windows 11 Edu x64 OS: Windows 10 x64 TFT: 1 x Samsung C49RG94SSU TFT: 2 x Lenovo

See attached pic. Tried installing Microsoft.VCLibs.x64.14.00.Desktop.msix and it also errored out- pic attached. What is going on? After reading your most recent reply, I went back and read the first post. I think the two images you posted incorrectly give the impression of an installation error. However, you don't appear to have an installation error with Affinity software, reading the other posts in this thread. They installed correctly. The installation error in the second image above comes from an unrelated component and is a bit of a red herring. Looking at the first image, it appears you're trying to execute the Affinity application by directly invoking the executable in "C:\Program Files\WindowsApps\SerifEuropeLtd.AffinityPhoto2_2.0.0.1640_x64__3cqzy0nppv2rt\App\Photo.exe" You can't do this with Windows apps. They're sandboxed and the ACL on the files will prevent direct execution. You need to run Affinity apps either by clicking on the icon in the Start Menu, or by using the aflaunch.exe app posted by Mark Ingram. Thanks for confirming you're launching by clicking the icon. You're correct. This should not happen. There appears to be a permission issue that is abnormal. Could you please navigate to the folder "C:\Program Files\WindowsApps\SerifEuropeLtd.AffinityPhoto2_2.0.0.1640_x64__3cqzy0nppv2rt\App". (Please note: you cannot access the two folders above it. This is normal. Do not change ownership. Copy/paste the entire folder path above into the input field of file explorer just below the ribbon). Find the file Photo.exe. Right click on it, choose "Properties". Click on the "security" tab. Click on "advanced". Screen shot the window that appears and post it in this thread.
