Create Preset will be unavailable unless you have changed one of those settings. Similarly, until you have created a custom Export Preset the Rename Preset and Delete Preset actions will be unavailable. It was already fixed for some apps (namely Photo Beta on macOS) but not Designer yet. walt.farrel, He did change the settings otherwise you would see the preset name in Preset dropdown on top.
