Only differences will be a little in the way the adjustments panels look and are called. For instance, PS has the Hue Saturation adjustment, AP calls it HSL Asdjustment, also in the filters, AP calls Render Clouds Perlin Noise under the Filter>Noise>Perlin Noise. Another solution is to add a fog texture overlay over your photo and set the blend mode to screen or lighten. Also try to make the sky blurry, without clouds.
