@Murfee the op is using photo, and afaik you can only create vector brushes in designer.

In the layerspanel drag the texture layer inside the shape layer, you will see a thin blue line when it is dragged inside. -
yes i did, and this is why you can rotate a symbol by selecting a parent layer and transform by selecting the child layer. and i thought that that was the question. and if not then i totaly misunderstood.
