RAW support is provided by LibRaw, which can't yet handle CR3. There's a new release due out in a few weeks and there are mutterings that this will be the one to finaly support it. I've no idea how long it takes to include a new snaphot, and "expected" sounds a note of caution, but at least things are moving in the right direction. At the moment, it's no big deal to open the CR3 files in Canon's own Digital Photo Professional programme, where white balance etc. can be adjusted before opening as a JPG in Affinity. It means specifically that the CR3 file extension has been added into the load and save dialogs on Windows.
