Finally go to Layer ▹ Geometry ▹ Divide, to create two individual shapes from each outline (which you can then apply their own stroke). Currently it's not possible to apply multiple Effects/Fills/Strokes per shape, but this will come soon. Also note that expanding the stroke will create some superfluous nodes.
