Mac Appstore version to Windows PC License

You need to buy a separate Windows version to install on Windows or a Mac version to install on the Mac. Each version is purchased independently and each has its own licenses.
It would not be possible to swap from one to the other.

This is terrible, I must pay twice for the software? Surely there is a work around? Serif took my money via the app store so why can't I move my software?

No, Apple took your money.

Then they transferred some of it to Serif, but did not tell Serif who you are or that you bought the application.
