I can bring up and adjust the High Pass filter without problems, but how are you supposed to activate it? There is no Apply button or anything else that I can see, and neither the Vimeo videos or the  other hopeless Workbook seem to cover this step.

The ordinary High Pass filter dialog ('Filters > Sharpen > High Pass...' on Windows) has an 'Apply' button. The live High Pass filter ('Layer > New Live Filter Layer > High Pass Filter') is applied immediately and creates a nested layer which can be selected and deleted if desired, so it doesn't need a button to apply it.

That is because as @Alfred mentioned, for the Live Filter version there is no "Apply" step or the need for one. The same is true for all the Live Filters, for Adjustment layers, & for Layer Effects (fx) -- since they are non-destructive they can be edited or removed at any time.
