That setting only applies/affects clipped objects (which is what you have done in the attached file above), not masked objects. I can't open the attached file in Designer v1.6.1 (on Mac) - seems you have saved it in v 1.7.0.3. There shouldn't be any differences regarding this on both versions of Designer.
